I should know this but I don't. Is there a provision in federal or provincial legislation that addresses how low voter turnout can be before a vote is deemed illegitimate? Is there even a limit?

Let's say 46% of Canadians turn out to the federal vote..thats less than half of all Canadians...how is that legitimate?

Or lets say as the population ages and the uninvolved youth of today become the main segment of our society: in 2017 only 27% of the population comes out to vote....what would happen then?

The parties would work like a mother fucker to go after half of that target, adn someone would be elected to a majority with 15% of eligible voters voting for them.
