Another regional variation, especially popular in Canada, and therefore sometimes referred to as ‘Canadian Rules’, is that if the partner of the dealer “orders him/her up” (forcing the dealer to pick up the turned card) during the initial bidding, then the dealer is automatically forced out, and the dealer’s partner plays a lone hand.

I think this explains my confusion.
